Police (Association) Regulations, 2017

These regulations were made by the Minister of Home Affairs and gazetted on 9th June 2017.  

On 26th September the National Assembly began consideration of an adverse report on the regulations by the Parliamentary Legal Committee (PLC).   The report can be accessed on this website here.

The report states the opinion of the PLC that the regulations should, in terms of the Constitution, have been made by the Police Service Commission, not by the Minister of Home Affairs under the Police Act.  

The report also criticises the powers given to the Commissioner-General of Police as excessive and an unconstitutional interference with ZRP members' freedom of association
