Bill Watch Parliamentary Committees Series 6-2018 Public Hearings on Public Health Bill - 5 to 9 March

BILL WATCH

PARLIAMENTARY COMMITTEES SERIES 6/2018

2nd March 2018

Public Hearings on Public Health Bill

Monday 5th to Friday 9th March

Parliament has published the self-explanatory notice reproduced below announcing public hearings countrywide on this important Bill, and giving the dates and venues of the hearings.  The public hearings will be conducted jointly by the National Assembly’s Portfolio Committee on Health and Child Care and the Senate’s Thematic Committee on HIV and AIDS.  There will be nineteen public hearings in all.

The Bill is available on the Veritas website [link].   It has already been introduced in the National Assembly and received a non-adverse report from the Parliamentary Legal Committee [PLC], which means the PLC found the Bill to be consistent with the Constitution.  The Bill’s next step in the National Assembly will be its Second Reading Stage, during which the Minister of Health and Child Care will explain the policy and aims of the Bill, and the Portfolio Committee’s  chairperson will presented the committee’s report.  The report will describe public reaction to the Bill as gathered during next week’s public hearings, the committees views on the Bill and its recommendations for changes.  MPs will then have an opportunity for full debate on the Bill.  These public hearings, therefore, provide an excellent opportunity for concerned organisations and members of the public to ensure that their views on the Bill are considered when Parliament’s makes decisions on the Bill in plenary session.  Written submissions can also be made to the committees [see below].

Reminder: Members of the public, including Zimbabweans in the Diaspora, can at any time send written submissions to Parliamentary committees by email addressed to clerk@parlzim.gov.zw or by letter posted to the Clerk of Parliament, P.O. Box 298, Causeway, Harare or delivered to Parliament’s Kwame Nkrumah Avenue entrance in Harare, marked for the attention of the relevant committee.
