14 MARCH 2018 AMENDMENTS TO ZIMBABWE’S

INDIGENISATION AND ECONOMIC EMPOWERMENT ACT

 

The Finance Act, 2018 (No. 1 of 2018), was published as law in the Zimbabwean Government Gazette Extraordinary dated 14th March 2018.

Section 42 of this 46-page Act makes major amendments to the Indigenisation and Economic Empowerment Act with effect from 14th March 2018.  

Finance Act, 2018 (No. 1 of 2018) – including Major Amendments to Indigenisation and Economic Empowerment Act

This Act was gazetted and came into operation on Wednesday 14th March 2018 in a Government Gazette Extraordinary.

The Act contains not only taxation measures giving effect to proposals in the National Budget for 2018 but also, at pages 19 to 30, the important reforms of the Indigenisation and Economic Empowerment Act promised by the Government.

Effect of reforms of Indigenisation and Economic Empowerment Act

Public Procurement And Disposal Of Public Assets Act

To provide for the control and regulation of public procurement and the disposal of public assets so as to ensure that such procurement and disposal is effected in a manner that is transparent, fair, honest, costeffective and competitive; to establish the Procurement Regulatory Authority of Zimbabwe and to provide for its functions; to amend the Infrastructure Development Bank of Zimbabwe Act [Chapter 24:14]; to repeal the Procurement Act [Chapter 22:141 (No.2 of 1999); and to provide for matters connected with or incidental to the foregoing.

Judicial Laws Amendment (Ease of Settling Commercial and Other Disputes) Act, 2017

To amend the High Court Act [Chapter 7:061, the Magistrates Court Act [Chapter 7: I 0]; and the Small Claims Court Act [Chapter 7: 12]; and to provide for matters connected therewith or incidental thereto. ENACTED by the Parliament and the President of Zimbabwe. This Act may be cited as the Judicial Laws Amendment (Ease of Settling Commercial and Other Disputes) Act, 2017.

Parliamentary Salaries, Allowances and Benefits Act [Chapter 2:03]

AN ACT to provide for salaries, allowances and other benefits for Vice-Presidents, Senior Ministers, Ministers, the Attorney-General, Deputy Ministers and members and certain office-bearers of Parliament; and to provide for matters connected with or incidental to the foregoing. (Showing Amendments made to the Act up to 21 March 2017.)
