The objective of this Bill is to give effect to the taxation measures proposed by the Minister of Finance and Economic Development in the 2019 National Budget Statement presented by him to the National Assembly in Harare on 22nd November 2018.  The label "Departmental Draft" signifies that this is not the final draft of the Bill that will in due course be presented to the National Assembly at a later stage of the Budget Debate - in other words it is only a guide to the probable content of the final Bill.

The Bill deals with proposals concerning Income Tax, VAT, the powers of the Commissioner-General of ZIMRA, the confirmation of the Minister's 13th October changes to the Intermediated Money Transfer Tax, and the confirmation of the amendments made to the Money-Laundering and Proceeds of Crime Act and the Exchange Control Act by regulations made by the President under the Presidential Powers (Temporary Measures) Act [Statutory Instrument 246 of 2018].
