The Minister of Justice, Legal and Parliamentary Affairs, when winding up the Second Reading debate on the Bill in the National Assembly on behalf of the Minister of Industry and Commrce, said the main change to the Bill proposed by the Portfolio Committee in its report would be accepted - namely, for the Consumer Protection Agency to be a transformed from a department in the Ministry of Industry and Commerce, to a fully-fledged commission called the Consumer Protection Commission.

The copious amendments necessary to achieve this were duly made during the Committee Stage on Thursday 30th May, as reflected in the pages from the National Assembly's Votes and Proceedings downloadable below.   The Bill was then referred to the Parliamentary Legal Committee for its report on the constituionality of the amendments.
