This is only the Departmental Draft of the Bill, i.e., not the final Bill to be presented to the National Assembly.  It was made available by the Ministry of Finance and Economic Development for information of MPs after the Minister of Finance and Economic Development presented the 2020 National Budget in the National Assembly on Thursday 14th November 2019.

The Minister will present the final Bill at the end of the Budget debate, if/when the National Assembly approves its presentation – and it may well differ somewhat from the Departmental Draft depending on stakeholder representations and points raised by MPs during the debate.
