HIS EXCELLENCY THE HONOURABLE EMMERSON DAMBUDZO MNANGAGWA, G.C.Z.M., President of Zimbabwe and Commander-in-Chief of the Defence Forces of Zimbabwe.
WHEREAS, in terms of section 161(1) of the Constitution, the Zimbabwe Electoral Commission must, once every ten years, on a date or within a period fixed by the Commission so as to fall as soon as possible after a population census, conduct a delimitation of the electoral boundaries into which Zimbabwe is to be divided;
AND WHEREAS, in terms of section 161(7) of the Constitution, the Zimbabwe Electoral Commission, after delimiting wards and constituencies, submitted to the President a preliminary report containing—
(a) a list of the wards and constituencies, with the names assigned to each and a description of their
boundaries;
(b) a map or maps showing the wards and constituencies; and
(c) any further information or particulars which the Commission considered necessary; and the President caused the preliminary delimitation report to be laid before Parliament within seven days;
AND WHEREAS, in terms of section 161(8) of the Constitution the President, after fourteen days after a preliminary delimitation report was laid before Parliament and a Committee of Parliament resolved that the report be referred back to the Zimbabwe Electoral Commission for further consideration of certain matters or issues, referred the report back to the Commission for that further consideration;
AND WHEREAS, in compliance with subsections (7) and (9), the Zimbabwe Electoral Commission submitted a final delimitation report to the President;
AND WHEREAS, in terms of section 161(11) of the Constitution, the President must, within fourteen days after receiving the Zimbabwe Electoral Commission’s final report, publish a proclamation in the Gazette declaring the names and boundaries of the wards and constituencies as finally determined by the Commission;
AND WHEREAS; the President received the Zimbabwe Electoral Commission’s final delimitation report on the 17th February, 2023;
NOW, THEREFORE, under and by virtue of the powers vested in the President as aforesaid, I do by this my Proclamation declare the names and boundaries of the wards and the House of Assembly and Senatorial Constituencies as finally determined by the Commission, which names and boundaries are set out in the Schedule to this Proclamation, to be the wards and House of Assembly and Senatorial Constituencies of Zimbabwe for the purposes of the forthcoming and any subsequent general election.
