This Departmental Draft - i.e. a rough draft still to be completed and polished - of the Finance (No. 2) Bill was tabled by the Minister of Finance and Economic Development when be presented his 2019 Mid-Year Budget Review and Supplementary Budget to the National Assembly on Thursday 1st August 2019.
This Bill was published in a special Government Gazette Extraordinary on Tuesday 23rd July 2019. The following passage is an extract from the explanatory memorandum published with the Bill:-
This morning an important statutory instrument was published in a Government Gazette Extraordinary: the Reserve Bank of Zimbabwe (Legal Tender) Regulations, 2019 (SI 142 of 2019). The instrument can be viewed on the Veritas website [link].
IT is hereby notified that the Minister of Finance and Economic Development has, in terms of section 64 as read with section 44A of the Reserve Bank of Zimbabwe Act [Chapter 22:15], made the following regulations:—
This statutory instrument was gazetted in a Government Gazette Extraordinary late on 22nd February 2019, making that date its date of commencement.

The full title of these regulations is Presidential Powers (Temporary Measures) (Amendment of Reserve Bank of Zimbabwe Act and Issue of Bond Notes) Regulations, 2016.
The regulations were gazetted on Monday 31st October 2016 and came into force on that date. Unless repealed before then or replaced by an Act of Parlament, they will expire after 180 days from date of gazetting.
