Constitution of Zimbabwe Amendment (No. 1) - H.B. 1-2017

The following Constitutional Bill is published with this Gazette Extraordinary in terms of section 328(b) of the Constitution of Zimbabwe-
Constitution of Zimbabwe Amendment (No. 1) Bill, 2017 (H.B. 1, 2017).
This general notice nullifies General Notice 434 of 2016, which was published in the Extraordinary Gazette on 23rd December, 2016.

Reserve Bank of Zimbabwe Amendment Bill, 2016 - HB 12-2016

This Bill will amend the Reserve Bank of Zimbabwe Act [Chapter 22: 15] (No. 5 of 1999) to enable the Reserve Bank, with the leave of the Minister responsible for finance to issue "bond notes" exchangeable at par value with the United States dollar, on the same basis that it previously issued bond coins.
At the same time, the oppottunity is taken to validate the issuance of bond coins currently in circulation, "for the avoidance of doubt".
In more detail the individual clauses of the Bill provide as follows:

Public Procurement Bill & Disposal of Public Assets - H.B. 5, 2016

Public procurement is the procedure through which public bodies such as government ministries, parastatals and local authorities acquire goods and services and construct or acquire buildings and other infrastructure. It usually entails tendering, calling for bids from suppliers and accepting the most favourable bid. In Zimbabwe public procurement is govemcd by the Procurement Act [Chapter 22:14] under which a body called the State Procurement Board conducts procurement on behalf of government entities.

National Competitiveness Bill, 2016


To provide for the establishment of the National Competitiveness Commission and to provide for its functions and management; to enable a competitive environment for Zimbabwean businesses through the development, coordination and implementation of key policy irnprovements; to repeal the National Incomes and Pricing Act [Chapter 14:32]; and to provide for matters connected with or incidental to the foregoing.

Local Government Laws Amendment Bill, 2016 [H.B. 1, 2016]

Note by Veritas: This text of the Local Government Laws Amendment Bill, (H.B 1, 2016) which was at Second Reading Stage was replaced with a new text on 28 June 2016. The new text incorporates the amendments which address the issues raised by the Parliamentary Legal Committee on the initial text of the Bill. The new text is the basis upon which the Parliamentary Legal Committee issued a non-adverse report on the Bill.

Reprint of General Laws Amendment Bill 2015 Incorporating Amendments


The purpose of this Bill is to ensure that all Acts of Parliament in force before the new Constitution became effective are, to the extent of any inconsistency with the Constitution, aligned with the Constitution. The changes are mostly of a minor nature. The opportunity has also been taken to resolve some minor anomalies in the statute book. The more important amendments are the subject of the commentary below.

This Bill seeks to provide for the establishment of the Special Economic Zones Authority and to provide for the functions thereof; to provide for the constitution and functions of the Special Economic Zones Board; to provide for the establishment of Special Economic Zones, the administration, control, regulatory measures and incentives.
