NOTE BY VERITAS ON AMENDMENTS PROPOSED
BY MINISTER OF FINANCE AND ECONOMIC PLANNING

 

After this Bill received its Second Reading in the National Assembly the  Minister of Finance and Economic Planning notified Parliament that he wished the following amendments to be made during the Committee Stage.   The Committee Stage is due to be take place after the National Assembly resumes sitting on 13th May.

National Prosecuting Authority Bill - HB 2013-08

NATIONAL PROSECUTING AUTHORITY BILL, 2013

EXPLANATORY MEMORANDUM

                                                                                   

The purpose of this Bill is to make provision for the establishment of the National Prosecuting Authority Board (“the Board”), and to set out the powers of the Board as required by section 259 (10) of the Constitution.  In more detail the Parts of the Bill provide as follows—

Part I

Trafficking In Persons Bill, HB 5-2014

This Bill seeks to domesticate the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (“the Protocol”, for the contents of which see the First Schedule to this Bill), supplementing the United Nations Convention against Transnational Organised Crime.  Conformably to the Protocol, the Bill will provide for the prohibition, prevention and prosecution of the crime of trafficking in persons and the protection of victims of trafficking in persons.  It also seeks to appoint a Committee on Trafficking in Persons with a mandate

Electoral Amendment Bill - HB 7-2013

This Bill will amend the Electoral Act [Chapter 2:13] (“the principal Act”), principally to make the following changes to it:

(a)          to bring the Act into conformity with the provisions of the Sixth Schedule to the Constitution of Zimbabwe, 2013 (“the new Constitution”), in particular, with respect to the indirect party-list election of 60 Senators, 60 women members of the National Assembly and 80 members of the non-metropolitan provincial councils;

Financial Adjustments Bill - HB 4-2014

MEMORANDUM

If a Government Ministry or Department spends money in any financial year in excess of the amount appropriated, or for a purpose for which nothing was appropriated, the Minister of Finance is required by section 307 of the Constitution to cause a Bill condoning the unauthorised expenditure to be introduced in the National Assembly seeking condonation of the unauthorised expenditure, no later than sixty days after the extent of the unauthorised expenditure has been established.

Electricity Amendment Bill - HB 3-2013

This Bill is to amend the Electricity Act [Chapter 13:19] in clauses stipulated below:— Clause 1 This clause sets out the Bill’s short title. Clause 2 This clause provides for the unbundling of the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) into two companies responsible for transmission, marketing and systems operation of electricity and the distribution and supply of electricity respectively. It also provides for the transfer of assets and liabilities of the ZETDC to successor companies.

To make further provision for the revenues and public funds of Zimbabwe and to provide for matters connected therewith or incidental thereto.
