Finance Bill, 2020 (No.3) – 2020 National Budget – Departmental Draft, November 2019

This is only the Departmental Draft of the Bill, i.e., not the final Bill to be presented to the National Assembly.  It was made available by the Ministry of Finance and Economic Development for information of MPs after the Minister of Finance and Economic Development presented the 2020 National Budget in the National Assembly on Thursday 14th November 2019.

2019 National Budget : Finance (No. 3) Bill, 2018 - Departmental Draft

The objective of this Bill is to give effect to the taxation measures proposed by the Minister of Finance and Economic Development in the 2019 National Budget Statement presented by him to the National Assembly in Harare on 22nd November 2018.  The label "Departmental Draft" signifies that this is not the final draft of the Bill that will in due course be presented to the National Assembly at a later stage of the Budget Debate - in other words it is only a guide to the probable content of the final Bill.

This Bill is a preliminary draft of the Bill that will be presented to Parliament to give effect to those Budget proposals that need to be enacted by Act of Parliament.  In addition to clauses affecting Income Tax, Value Added Tax and Customs and Excise duty and administration, and the Bill contains clauses providing for a Tax Amnesty [in respect of interest and penalties payable on taxes outstanding as at 1st December 2017], and
