The Finance (No. 2) Bill was gazetted late yesterday afternoon, Monday 14th December. This allows the Budget debate and other Budget business to go ahead.

This Bill will amend the Finance Act [Chapter 23:04], the Income Tax Act [Chapter 23:06], the Value Added Tax Act [Chapter 23:12], the Customs and Excise Act [Chapter 23:02] and other Acts.
This is only the Departmental Draft of the Bill, i.e., not the final Bill to be presented to the National Assembly. It was made available by the Ministry of Finance and Economic Development for information of MPs after the Minister of Finance and Economic Development presented the 2020 National Budget in the National Assembly on Thursday 14th November 2019.
This Departmental Draft - i.e. a rough draft still to be completed and polished - of the Finance (No. 2) Bill was tabled by the Minister of Finance and Economic Development when be presented his 2019 Mid-Year Budget Review and Supplementary Budget to the National Assembly on Thursday 1st August 2019.
This Bill will amend the Finance Act [chapter 23:04], the Income Tax Act [Chapter 23:12], the value Added Tax Act [chapter 23:12], the Customs and Excise Act [chapter 23:02] and the Revenue Authority Act [chapter 23:11].
This Bill is a preliminary draft of the Bill that will be presented to Parliament to give effect to those Budget proposals that need to be enacted by Act of Parliament. In addition to clauses affecting Income Tax, Value Added Tax and Customs and Excise duty and administration, and the Bill contains clauses providing for a Tax Amnesty [in respect of interest and penalties payable on taxes outstanding as at 1st December 2017], and
To make further provision for the revenues and public funds of Zimbabwe and to provide for matters connected therewith or incidental thereto. This Act may be cited as the Finance (No.2) Act, 2015.
