This bulletin lists, and briefly outlines the content of, Statutory Instruments and important General Notices [GNs] published in Government Gazettes, from 1st to 24th March 2020.  Those that have already been commented on more fully will have links to the relevant Bill Watches.

Barrier Masks Guide to Minimum Requirements, Methods of Testing, Making and Use (AFNOR-SPEC-S76-001)

Standardization is an activity serving the general interest for the purpose of providing reference documents developed on the basis of consensus by all interested parties, concerning rules, characteristics, recommendations and examples of best practices relative to products, services, methods and processes or to organizations.
These guidelines have been developed at the initiative of AFNOR in the framework of its general interest mission.

SI 2020-094 Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) (Amendment) Order, 2020 (No. 4)

This SI was gazetted on 21st April by the Minister of Minister of Health and Child Care.  It is the fourth amendment to the principal National Lockdown Order, SI 83/2020 issued by the Minister on 30th March [link to consolidated version of SI 83 as amended by SIs 84 and 86 and 93].

SI 2020-092 Public Health (Standards for Personal Protective Apparel, Materials and Equipment) Regulations, 2020

in terms of section 137 of the Public Health Act [Chapter 15:17], made the following regulations:—
Title
1. These regulations may be cited as the Public Health (Standards for Personal Protective Apparel, Materials and Equipment) Regulations, 2020.
Application

SI 2020-086 - Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) (Amendment) Order, 2020 (No. 2)

This Order by the Minister of Health and Child Care was published in a Government Gazette Extraordinary on 3rd April. 

It added paragraphs (n) to (u) to the definition of "essential service" in the principal Order published in SI 83/2020.

Covid-19: Financial Assistance for Vulnerable Groups

Introduction

On the 27th March the President announced that the country would go into “lockdown” for 21 days, starting on Monday the 30th March.  He said all businesses should stop working and people should stay in their homes for the 21-day period, except those engaged in essential services.

World Health day could not have come at a more necessary time.  To date, 74,866 people around the world have died of COVID-19, a disease caused by a new coronavirus, and 1,350,357 have contracted the virus.  COVID-19 has highlighted cracks in even the most sophisticated healthcare systems and has shown the importance of access to healthcare.

IT is hereby notified that the Minister of Health has, in terms of section 68 of the Public Health Act [Chapter 15:17], made the following regulations:—
1. This order may be cited as the Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) (Amendment) Order, 2020 (No. 1).
